Responsibilities: 1. Development of the ‘Construction Management Plan’ (CMP) section in accordance with the requirements of SN RK 1.03-00-2022 and Law of the Republic of Kazakhstan No. 242 of 16 July 2001 ‘On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan’, as part of a project based on design documentation for linear structures, power lines, communication lines, pipelines and other engineering infrastructure facilities, as well as within the rights-of-way of railways, roads and other transport routes, including the following: ➢ Develop construction schedules, site layout plans, temporary facilities, access roads, logistics and storage zones. ➢ Define safety, HSE, and environmental protection measures within the CMP section. ➢ Estimate construction resources: machinery, workforce, temporary buildings, utilities, and energy supply. ➢ Coordinate CMP/ ПОС technical solutions with process, engineering, structural, and design teams. Engineering Calculations and Organizational Solutions : ➢ Perform calculations for construction sequencing and workflow optimization. ➢ Develop work methodologies, including high-risk operations (earthworks, lifting operations, welding, etc.). ➢ Prepare transportation and installation plans for large or heavy equipment (gas compressor units, vessels, pipelines, etc.). 2. Prepare the Fire Safety Measures (FSM) as per SN RK 1.02-03-2022 p9.3.10: /Мероприятия по обеспечению пожарной безопасности(МОПБ) : ➢ Description of the fire safety system for the designed facility; ➢ Justification of fire clearances between buildings, structures, and outdoor installations ensuring fire safety for the facilities; ➢ Description and justification of design solutions for external fire water supply, for determining driveways and access roads for fire-fighting equipment; ➢ Description and justification of adopted design and space-planning solutions, fire resistance ratings, and fire hazard classifications of building structures; ➢ Description and calculation justification of design solutions for ensuring occupant safety in the event of a fire; ➢ List of measures to ensure the safety of fire service units during fire suppression; ➢ Information (calculations) on the explosion and fire hazard classification of buildings, structures, premises, equipment, and outdoor installations; ➢ List of buildings, structures, premises, and equipment to be protected by automatic fire extinguishing systems and equipped with automatic fire alarms; ➢ description and justification of fire protection (automatic fire extinguishing systems, fire alarms, warning and evacuation control systems, internal fire water supply, smoke protection); ➢ description and justification of the need for the placement of fire protection equipment, the control of such equipment, the interaction of such equipment with building engineering systems and equipment whose operation during a fire is aimed at ensuring the safe evacuation of people, extinguishing the fire and limiting its spread, as well as the operating algorithm of technical fire protection systems (means) (if any); ➢ description of organizational and technical measures to ensure fire safety of the designed facility. Main drawings: 1. a site plan for the land allocated for the proposed facility, indicating the entrance/exit points to and from the site and access routes for fire-fighting equipment, the locations and capacities of fire reservoirs (if any), external fire water supply lines, fire hydrant locations, and pumping station locations; 2. structural(block) diagrams of technical fire protection systems (equipment) (automatic fire extinguishing systems, automatic fire alarms, and internal fire water supply systems). 3. Prepare the engineering and technical measures for industrial safety, civil defense and emergency pre-vention as per 9.3.11. SN RK 1.02-03-2022/ инженерно-технические мероприятия по промышленной безопасности, гражданской обороне и предупреждению чрезвычайных ситуаций: The section on engineering and technical measures for industrial safety, civil defense, and the prevention of natural and man-made emergencies (CD and ES) is developed in accordance with civil defense legislation and the provisions of relevant regulatory and technical documents in the fields of architecture, urban planning, and construction. 4. Coordination with other disciplines and Client: ➢ Collect and verify input data from related disciplines: process, civil, mechanical piping, electrical and etc. ➢ Respond to official comments and requests from ILF discipline Engineers/Client. ➢ Coordinate all design solutions with the Client. ➢ Participate in project meetings and present/defend technical decisions. 5. Support of State Expertise Review ➢ Prepare and submit CMP/ПОС documentation to State Expertise (or Non-State Expertise) authorities. ➢ Respond to official comments and requests from ILF discipline Engineers/Client and Expertise. ➢ Revise and update documentation to address expert remarks. ➢ Participate in discussions and defend project decisions during the expertise review. 6. Quality Assurance and Regulatory Compliance ➢ Ensure compliance with Kazakhstan’s design and construction standards and regulations: ➢ SN RK, SP RK, GOST, the construction standards and regulations of the Republic of Kazakhstan, the require- ments of industrial and fire safety authorities, and Kazakhstan’s sanitary and environmental regulations. ➢ Verify the accuracy of calculations, schedules and resource estimates. 7. Documentation Management and Reporting ➢ Prepare explanatory notes, drawings, diagrams, and schedules according to company/project standards. ➢ Prepare progress reports on selected above deliverables and expertise review status. ➢ Systematically archive and maintain engineering documentation. ➢ Monitor updates to technical regulations and standards. ➢ Participate in the development of project procedures, templates, and internal standards. Requiremnets: Education: Bachelor’s or Master’s degree in: ➢ Pipeline/Oil & Gas Engineering ➢ Construction Management ➢ Industrial Safety/Fire protection and Civil Engineering ➢ Additional certificates in construction organization, industrial safety, or project management (Kazakhstan or in- ternational) are an advantage. Work Experience ➢ Minimum of 10 years of experience preparing TPD package for expertise, construction planning documentation, or PPR. ➢ Experience in EPC or large-scale oil & gas projects in Kazakhstan (pipelines, compressor stations, industrial facilities). ➢ Experience interacting with State Expertise of Kazakhstan and preparing responses to expert comments. ➢ Experience working with multidisciplinary engineering teams. ➢ Familiarity with construction scheduling tools (MS Project, Primavera P6). Technical Skills ➢ Proficiency in AutoCAD or equivalent CAD tools. ➢ Knowledge of BIM platforms (Revit, Navisworks) is a plus. ➢ Strong understanding of RoK construction norms (SN RK, SP RK), safety regulations, and industry standards. ➢ Knowledge of pipeline construction technologies and heavy equipment logistics. Soft Skills ➢ Strong communication and technical coordination skills. ➢ Ability to defend technical solutions during review sessions. ➢ Attention to detail and strong analytical thinking. Language skills: English and Kazakh are advantageous. TPD package documents for state expertise will be in Russian. Conditions: Atyrau, 5/2
