Reports to Chief Accountant of the Department of Accounting and Financial Planning / Chief Financial Officer Functional reporting to Chief Accountant of the Department of Accounting and Financial Planning About the Role Cardiff University Kazakhstan is seeking a responsible and detail-oriented Specialist to join the Department of Accounting and Financial Planning. The successful candidate will be responsible for maintaining accurate accounting records, processing and verifying primary accounting documentation, supporting financial and tax reporting, and ensuring timely and accurate recording of financial transactions in accordance with the legislation of the Republic of Kazakhstan and the University's internal policies and procedures. The role will also involve supporting financial reporting for Cardiff University (UK), the Supervisory Board and the Management Board, as well as working with internal departments, Cardiff University colleagues, auditors, banks, external service providers, and other stakeholders on accounting and financial matters. Key Responsibilities Accounting and Financial Records – Maintain accounting records of assets, liabilities, and business transactions within the assigned areas of responsibility. – Receive, review, and process primary accounting documents and ensure their accurate recording in accounting systems. – Record transactions relating to fixed assets, inventory, cash, and other financial activities. – Ensure the completeness, accuracy, and timely recording of accounting information. – Maintain appropriate accounting documentation and supporting records. Financial and Management Reporting – Participate in the preparation of financial, tax, and management reports within established deadlines. – Prepare and provide financial data and supporting information for internal financial analysis and audit purposes. – Support the preparation of accounting and financial reports for Cardiff University (UK), the Supervisory Board, and the Management Board, as required. – Ensure that financial information is prepared in accordance with applicable regulatory, corporate, and internal requirements. – Provide accurate and timely financial information to relevant departments and management. Taxation and Mandatory Payments – Support the accurate calculation and timely processing of taxes and other mandatory payments. – Prepare and provide information required for tax reporting and related financial procedures. – Monitor the accuracy and completeness of supporting documentation related to taxation and mandatory payments. Grants and Project Accounting – Maintain accounting records for international and other designated projects, where applicable, including grants and earmarked funding. – Prepare financial information for project planning, monitoring, and reporting purposes. – Ensure that project-related financial transactions are appropriately documented and recorded. – Liaise with relevant departments regarding financial information and documentation for projects and designated funding. Audit and Inventory – Prepare financial information and supporting documentation for internal and external audits. – Participate in the inventory and verification of assets and liabilities. – Prepare and document the results of inventory activities in accordance with established procedures. – Provide requested accounting information and supporting documentation to auditors and authorised stakeholders. Internal and External Coordination – Work closely with University departments and employees on accounting, reporting, and financial matters. – Liaise with banks, auditors, external service providers, and other relevant counterparties within the scope of the role. – Work with Cardiff University colleagues on matters relating to accounting, financial reporting, and financial information. – Coordinate with external accounting and financial service providers where specific accounting or reporting functions are outsourced. – Provide the necessary information and monitor the timeliness and quality of services provided by external providers. Accounting Systems and Process Improvement – Use accounting software, financial management systems, and other relevant information systems effectively. – Support the improvement of accounting, reporting, and financial control processes. – Participate in the development and updating of internal policies, procedures, and instructions relating to accounting and financial reporting. – Identify issues in accounting processes and provide recommendations for improvement. Coordination and Administration – Maintain the proper filing and safekeeping of accounting documentation. – Prepare accounting records and documents for transfer to the archive in accordance with established procedures. – Maintain confidentiality of financial, accounting, and other sensitive information. – Perform other duties assigned by authorised University management within the scope of the role. Requirements Essential – Bachelor's degree in Accounting, Finance, Economics, or a related field. – At least 3 years of relevant professional experience in accounting, finance, or a related area. – Knowledge of the legislation of the Republic of Kazakhstan relating to accounting, taxation, and financial reporting. – Knowledge of accounting principles, financial reporting, and the chart of accounts. – Experience in processing and verifying primary accounting documentation. – Experience preparing financial, management, and/or tax reports. – Strong attention to detail and accuracy. – Strong analytical and problem-solving skills. – Ability to organise work effectively, manage multiple priorities, and meet deadlines. – Strong interpersonal and communication skills. – Ability to work independently and as part of a team. – Proficiency in Microsoft Office applications and accounting/financial information systems. – Fluency in Kazakh and Russian. – English language proficiency at B2 level or above. Desirable – Experience working in a higher education institution. – Experience working in an international organisation or on international projects. – Experience working with grants, earmarked funding, or project-based financial accounting. – Experience working with external auditors or outsourced accounting providers. – Knowledge of international financial reporting standards. – Experience supporting financial reporting for international organisations or parent institutions. – Experience working with modern accounting and financial management systems. – Professional accounting or finance certification.
